The ambition of the local council in Goes to transform the existing harbour and industrial area into an attractive new housing development has been made planologically viable. The goal was continually to find the ideal balance between the protection of existing interests and the creation of sufficient flexibility for new development. In addition, there was a proactive and progressive approach to the environmental interests that could have been damaged by the building of about 2000 houses. To this end, research was undertaken during the planning phase to discover to what extent significant environmental effects on the surrounding countryside could be expected, as well as into the environmental effects of sound and light. The Goes town council agreed upon the Environmental Effects Assessment and the allocation plan in 2008.
